Found the problem. It was my own fault!!

Apparently I have changed the installation folder for my steamlibrary a while ago, but I still have the steamfolder where it's supposed to be aswell.

Once the Elite mod installed in the correct folder everything worked out!

So I uninstalled all dawn of war 2 content via steam and even deleted the dow ii folder in my steam folder. Then I installed only dow 2 retribution. Then I downloaded elite mod again from this website, installed it via the wizard and ... same error message.

I did reinstall it several times. always the same nonsensical error message..

Fellow DoW 2 players, I have a fresh install of DoW 2 Retribution and installed the latest elite mod version from this homepage. I checked, it is located in the same folder as the DoW 2 game itself.
