It depends if the ability is cancelable or not. If not, then you can't retreat, otherwise you can. Same goes with capping. updating the ratings from match to match sounds pretty fair to me, it does some "damage control" when people lose to someone who should be way above their rating as you pointed out
also, this represents a ladder, where the updates would be from match to match aswell
