Melee skill across heroes when switching from melee/ranged weapons

A lot of the Commanders, as well as some units can switch between melee and ranged weapons, and this usually increases their melee skill. Some cases are not specifically stated though, I was wondering if anyone knew whether or not for a fact the melee skill changes are consistent when a hero switche...

Any reason why the Chaos Terminator Autocannon is taking a straight nerf instead of a nerf by degrees? It overperformed a bit as a mobile platform with no drawback on the upgrade, but at the same time, using it at range meant you took counter fire from long range AV weapons. I think Psykout grenades for the GK aren't working properly. Either that or the tooltip is wrong.

They drain energy. However, the tooltip claims they are supposed to also cause suppression, but from testing they don't seem to do this.
