Once again, my idea for a fourth Imperial Guard hero.
Along with this one, I had an idea for a Combat Psykers unit, like a secondary character for the army in the shape of a unit of psykers, but I'll talk about that another time, or some of these ideas could be used for that.
Animations: he could start using the animations of a space marine Librarian/Chaos Sorcerer, with a slightly slower scale of course since he is human sized, i don't know if that would be a problem. He'd come equiped with a staff and would have a psychic lightning as default ranged atack (like librarian or sorcerer with staff).
Stats: he should be very similar to the Imperial Guard Inquisitor.
Initial Abilities:
- Hellfist: targeted ability that launches a fire ball that deals explosive damage. Like a single Chaos Lord "Let the Glaxy Burn" orb, but without the ground burn nor knockback effects, and more damage on hit.
Weapon Options:
T1- Conductive Gauntlet: it gives the Primaris Psyker a decorated glove that increases his ranged damage and the damage of all his offensive powers.
T2- Calibrated Staff: enhances psychic staff, increasing the Psyker's melee damage and skill and giving him the "Psychic Slam" psychic power, that creates an energy explosion on the Psyker's position that knocks back and damages nearby enemy infantry.
Armor Options:
T1- Psyker Robe: gives higher health and energy regeneration.
T2- Divination Halo: gives higher health and energy and the "Scrier´s Gaze" power, that temporarily clears the Fog of War from an area.
T3- Combat Harness: gives higher health and the "Enfeeble" power, that targets an enemy unit, slows it down and increases the damage it takes.
Accesory Options:
T1- Book of Pirokinesis: it enhances the "Hellfist" ability, making it deal more damage, and gives the "Fiery Form" power.
T2- Book of Telekinesis: it changes the "Hellfist" power for the "Assail" power and gives the "Objuration Mechanicum" power.
T3- Book of Telepathy: it changes the "Hellfist" power for the "Mind Wave" power and gives the "Emperor's Gaze" power.
Powers:
- Fiery Form: activated power that can be turn on and off and consumes energy while active. It wraps the Psyker in a fire shield, making him take less damage from all attacks and increasing his melee skill.
- Assail: targeted ranged power. Throws a psychic proyectile that damages and knocks back all models in its way (like a Blastmaster).
- Objuration Mechanicum: targeted power that affects vehicles. It slows down the vehicle and causes ongoing damage on it for a time.
- Mind Wave: targeted power that creates a progressive wave. Like the Librarian's wall of energy, but with much faster progression and it deals heavy damage to infentry instead of knocking it back.
- Emperor's Gaze: Targeted power. It immediately supresses the objective; if it's already suppressed, it forces it to Retreat.

This one I have been pondering for a while myself, so i can sort of figure why you chose him.
I like the ideas of some of the proposed powers, like the psychic scream. Perhaps give him a default power that does not need to be activated manually so he doesn't have to wade into melee. I think the choice of powers is also a little too offensive, maybe one buff or debuff would be good, but not too many because that is what IG is really good at.
You proposed stats similar to Inquisitor. No. It is like taking the inquisitor and making her into Eldrad Ulthran by the looks of your suggested powers. The stats need to be toned down more to help the balance.
Also, I need to remind you, the sub commanders cannot take that much wargear. Ok, theoretically they can, but it will end up looking like destroyer 40k. Keep the wargear down to a minimum if possible, at most three pieces. Also the powers need to be renamed, they are often a rip off of Nid abilities, like Psychic Scream and I believe terrify?
I like the thought a lot, but it needs significant redrafting.

Swiftsabre... I never stopped saying these are ideas for new heroes, new commanders, not sub-commanders. In this case, if implemented, the Primaris Psyker would be a 4th choice along with the General, the Inquisitor and the Lord Commisar. That's why he (and all the other ones I suggested) has a selection of options comparable to any other main hero.
And true, some names overlap existing ones. I'll change that, and thank you for the comments.

Really you have to start putting numbers in for everything, because to me at least it looks like a jumble of ideas you brainstormed and put down. At least if you have some figures it shows you've put some real thought into it, the balancing aspect, how it will function in the army comps, etc..
Before giving these serious consideration it would help to hear how you think the whole army would function with said hero, which units might overperform, what the main synergies will be, the main enemy units in each tier this hero will be vulnerable to... you get the picture.

Yeah. I find these new hero style threads a bit vague. I mean they have ideas but no concrete numbers etc. I do not wish to suffocate the desire to create new but I would like that people to put effort to them ( you obviously haven't just thrown them out but still a bit more reasoning would be desirable).

I'm already finished anyway. I had the ideas for a new 4th commander for each race, and still have some ideas for new commanders, sub-commanders and units. I just wanted to share what I had thought about to see if could be of help or helped about it.
I just did it for entertainment anyway.

You do know that there is a reason elite is not implementing a fourth commander? For a start it adds a whole part of faction to balance and also, those slots are reserved for new factions, for example, if implemented, Tau will take the last IG slot.

There's also UI tweak going own that may allow one day to have more tabs if everything goes fine. Pretty sure those news is exactly what inspired OP in the first place.

Yes, I read the UI thread but there was never any certainty about it, so I just assume that we are looking at a different commander here.
