My favorite chaos god is Slannesh so i thought i would try and play with as much of a Slannesh slant as i can. This means making the best use of noise marines as i can.
I usually play Chaos Lord and go
Starting heretics
CSM
Noise Marines
However i am not sure entirely what to do with them. I often move them forward and use Cacophony to disrupt their army while my CSM and lord shoot and smash them. However later on in the game they seem to be quite fragile and often die while using the ability. So i was wondering what you are supposed to use them for. Also once you hit T2-3 do you then turn them into a artilary unit or is there still a point in having them as flamers.

o/ bro welcome to the forums from what I can tell.
Try this basic build order:
Starting Heretics-CSM-2nd Heretic-Noise Marines -T2(later, can get upgrades if you want ofc)
Your Noise Marines excel at shutting down ranged blobs. Their main weapon shuts down both abilities and ranged fire, making melee combat the only option when under their effect. However, they are vulnerable to long range supression early and they are often a fire magnet as your opponent normally makes it a priority to get the off the field.
Try using your Chaos Lord to initiate a charge as he is often an even larger fire magnet. Then bring your noise marines up as the second unit to lead the charge. Remember, your heretics can worship to give your units a massive speed boost to make this truly frightening. Your regular CSM can provide decent ranged fire support and your second heretic squad can do whatever you feel it needs to do.
The Chaos Lord is really great with Cacophony (The NM ability) because he isn't knocked back by the blast. This means that while your opponent is trying to get back on his feet, your Lord is beating him to smithereens!
Lastly, once you've won a major engagement you can use your noise marines to destroy your opponent's generators quite quickly. Overall, NM are a very useful unit.
Later in the game you can convert them into an artillery team and usually you should consider doing that. Victory Points become much more important later into the game and having a unit that can knock your opponent off of them and prevent capturing is vary valuable. Just keep in mind that the blast will knock everything in its path, including your own units.

A full Khorne or Tzeetch themed army build is easyer and much useful hthan Slaanesh themed armys since you must start with Noise Marines very hardly. First of all, use will make a lot of power bash. Keep that in mind.
Also, there might be some problems about melee for you. In early melee rushes, keep melee squads away from Noise Marines. After that it is easy, damage them with sonic weapons. But, buying 2 Noise Marine squad is an ask for jump squads such as ASM or Stormboyz. You can counter them with Heretics. Worst senerio in T1 is a tanky melee hero who charges to you. You can ignore him for a while, cut off his support and leave him alone. Suppression squads might be a bit painfull which worships might be a solution. All of them fits with Noise Marines.
In T2; walkers will come. Buy some AV insted of Blastmasters. Don't buy them if not necessery. Specially not vs walkers. Offf that is enough for now. I can edit this post later but I don't think I will. Have fun.

Against some races, expecially IG, i go double CSM then Noise Marines with the Chaos Lord.
Cultists and CL can handle melee, and the increasing ranged DPS is nice.
I started doing that because, in the beginning i always lose the second Heretic squad because they are fragile and i'm definitely not a pro of a player.
CSM are easier to use, and i enjoy the extra micro i have available because of that.
But you need to be extra careful, because if you don't bash gens or at least cause some real damage, the enemy can put out a fast Vehicle and you pretty much lose.
In 3v3, if i'm against squishy races and i'm in the gen line, i sometimes go double Noise Marine.
You need your team to cover you for a while, but if you can pull it off, you can do some devastating blows, forcing insanely early retreats and obliterate their gens giving you a serious dominance for all T1 and the beginning of T2.
