Eldar T2 and T3 Choices

I am relatively new to Elite. While I tend to fare OK against my opponent unless they're way, WAY, better than me in T1, I seem to struggle with choosing T2 (and to a lesser extent T3) units to build. So, how do I make those choices? What is the decision making process that goes through the minds of an Eldar player in those scenarios? This is especially prevalent in T2 for me, as my knowledge of what my opponent is going to try and go for strategically is limited to my general knowledge of the faction and strategy of their commander.

Learn every unit very well. For example; you can punish Assault Squad with a Wraith Lord in T2. Or if double tac, can react with Dark Reapers but not the wisest reaction IMO.

Let's say it's an Eldar vs. Chaos matchup. Being a scrub who does the same shit in T1 every game, I've gone 1 Dire Avengers, 1 Banshees, 1 GWT, and 1 Rangers. The opponent has shown a Plague Champion, 2 Heretic Squads, a CSM squad, and Havocs. In this situation there is a very good chance I'll be facing Noise Marines + something T2-esque along with everything else. How should I respond to that line of play? How would that response differ if the opponent had gone Raptors instead of Havocs?
