Upkeep

If your upkeep exceeds your income (for instance, you lose all your req points), do you lose req, or does it only stay constant?

Your base brings in 264 by default, and I'm pretty sure it isn't possible to have more upkeep than that, at least with how the population vs upkeep numbers are now. I think it just goes to 0 though if you exceed your income. Can't remember how that turned out in a popcap mod before the upkeep threshold was changed. Pretty sure it just hit 0 though.

Most eldar units have an upkeep/pop ratio of 2.55. Avatar has 2.73. If they were all avatars, upkeep would be 70*2.73=191.2. That's assuming you had 4.76 avatars.

Right, and the Avatar is capped at 1. And 191.2 is still less than 264. It isn't possible to have that much upkeep as it is now.

New upkeep question: the tax applies first to the most expensive models, right? What if the upkeep from a single model were high, and its population were high, but its upkeep per pop was average, like a fire prism- upkeep per pop is 2.55, so upkeep is 38.25. . And you also had an Autarch, with upkeep 25.5 and population 7 upkeep per pop is 3.64 . Let's say your population were 45. Do you get taxed for the prism cannon first (38.25) and only? Or do you pay for the autarch (25.5), and then a fraction of the prism cannon (8*2.55=20.4) for a total of 45.9, or do you pay for both entirely (63.75)?

No, upkeep applies to everything on the field, all units pay upkeep at the same time.
The internal battery has run dry, the game can now be played. However, clock based events will no longer occur.

Upkeep is a Requisition tax that a player pays to maintain their army. Each race starts with 0 upkeep, and it will remain 0 as long as the Population threshold of 30 population is not exceeded. Every unit after this limit, however, will start to decrease the overall Requisition income by a certain amount. This amount is called "Upkeep". For example:

The upkeep of a single Guardsman model is 2.55. If you have five unupgraded Guardsman Squads (6 models each, taking up 1 pupulation per model), you will reach a total of 30 population and suffer no upkeep penalty. At this point, should you build a sixth Guardsman Squad, your Population count will rise to 36 and you will suffer a 15.3 income penalty for the extra 6 models you have over 30 population (2.55 × 6 = 15.3).

Regardless of the order the units are purchased in, the most expensive ones are always taxed first, while the units with cheapest upkeep go to the bottom of the list.

The codex page you link to does not specify what is the most expensive unit, nor does it specify if upkeep is fractional. Is the most expensive unit the fire prism, or autarch?
If autarch weren't limited to 1 per player, you could fill 14 population with them for more upkeep than the 15 population prism, but if it charges upkeep first solely based on highest total upkeep per model instead of per popuation unit, then it would charge for the prism first, right? You buy your pop in bulk, so it's cheaper!

45.9 assuming the remaining 23 pop has lower upkeep. Autarch is the more expensive unit, as in higher upkeep per pop, and is fully taxed while the prism is taxed for 8/15 pop.
