The official translation of written characters errors , where the inserted words from Elite ... Can I edit or add a supplement to the official Russifikator that there were no characters ?

You can change the in game tooltips by going to your Retribution folder and opening the GameAssets\Locale\English folder, and opening the Elite.ucs file there. If the lines there are translated to Russian, they can be added to the GameAssets\Locale\Russian folder and will work with the Russian version of the game.

However , the font is not suited to Russian translator.
Perhaps the correct font?

If you moved those lines to the Locale\Russian folder without translating them, it might be causing the issue. They'd have to be translated first I'd guess. If you want everything to work properly without translating, you will probably have to switch to the English version of the game.
