I'm new to this mod,may i ask where's the Inquisitor's hat
Is the hat removed for some reason or it's a bug?

The Inquisitior has recieved some new army unlocks. You'll unlock the Inquisitior Hat later-on. (I think it's something mid-range)

You go up in army rank as you play the game. Nothing too special.

Nah nah your not asking too much. Skyward is right that you level up your army just by playing a multiplayer game. However you can still get XP from fighting computers.
But if you are just getting started a couple of suggestions. Some of which you might already be doing or have done.
Play the Campaign a bit to get a feel for the UI and how commands work with units. It will also give you a basic understanding of what units do what. But if there would be a campaign id recommend to learn it would be the very first dow2 campaign and the Chaos Rising one.
Watch replays. Look up indrid on youtube and watch his videos. They help alot trust me.
Read Codex advance strategy guide is a big one.
Play the computer a bit when trying out a new race. To get a feel for it.
Use grid key. It will help your micro alot.
And join the beginner Elite mod steam group. I forget what it's actually called maybe someone can post a link.
Lastly is practice, practice, practice.

http://dow.wikia.com/wiki/Retribution/Army_Level
Army Level is an aesthetic online multiplayer feature in Dawn of War II: Retribution. Playing multiplayer matches – the "ranked games" accessed under "Find a Game" in the main menu, or public custom matches with all-human teams – award Army Level points to participants.

That is what I want to see on forum.
You can open new lobbys that called : '' for only noobs '' and stuff. You may not be able to win against lvl 60 guys. Black Relic already said what you need.
