Struggling to get the game to play well

Hello all, I am coming back to elite after putting videogames down for awhile to focus on college and other things. I wanted to ask if anyone has had experience with getting a decent frame rate on elite mod. For me, it seems like the game starts out crappy, and gets worse. This is very peculiar as my laptop is pretty good, and I run games that are considerably detailed at a way higher frame rate. I have my PC specs below

MSI G-Stealth Pro Laptop
Windows 8.1 64bit
Intel I7-4710HQ CPU @ 2.5GHz
16 gigs of ram
Direct X version 11
NVidia GeForce GTX 870m

I am 99% sure that every driver is up to date, as I use a software that maintains my drivers very well.

I am running the game on the LOWEST settings possible, I have even brought the audio settings down to the minimal because I heard that helped people out. I have been watching a lot of streams and noticing how good the game looks when these people play. Frankly, with this laptop I think I should in theory be able to run this on max graphics and get good FPS just like them. I am seeing quite the opposite and literally no other game I own struggles like this. example: fractured space on max graphics, League on max graphics

I also noticed the game without the mod struggles equally, so I don't suspect the mod as the problem but rather the age of the game and possibly it's non-optimized nature. But I see these streamers and videos with great quality so obviously someone has figured it out.

Does anyone have any recommendations or advice to solve this?

Well, i run it on laptop with:

8gb RAM
i3-2350 2.30GHz
nvidia gtx 525m
Win 7

specs on high settings with good FPS. I only got problems with frame rate on jungle version of argent shelf and some other Max Powers 2v2 jungle map, and also have this FPS drop bug when observing .

can you tell me what you have for each setting so I can try it out?

Not sure if this will help, but I have to install DirectX 9 to run the game properly. You can easily find it for download if you wanna give that a shot.
