Does the Dire Avenger Exarch provide the 20% ranged damage resistance aura in tier 1?

In the Upgrades tab, the wording indicates that it is only in tier 2 that the resistance aura is granted, "An Exarch is sent to lead the squad. Enables the Embolden ability in Tier 2 and passively lowers the squad's received ranged damage by 20%."

In the Abilities tab, the wording indicates that it is active as soon as the Exarch is purchased, "The squad led by the Exarch takes 20% less ranged damage. Passive ability." By comparisson the ability that the Exarch grants is clearly marked as being tier 2, "Break suppression and boost the squad's damage by 25% while taking 50% less courage damage. Duration 12 seconds, cooldown 45 seconds. Requires the Dire Avenger Exarch upgrade and Tier 2."

Can anyone clarify when the damage resistance aura comes into effect?
