Issues Increasing Population Limit

Hi guys.

I found a 2014 video Atlas posted on increasing the DOWII - Elite's population cap in this thread:

He gave detailed instructions on how to do it from start to finish.

Now, the problem is that in my experience, Cope's editor isn't working as in the video.
For example: There are no drop down menus.



Can anyone help me get past this bug?
(Or release a 999 population cap / removed upkeep mod for DoWII - Elite?)

Good news everyone! I found another thread and was able to raise the cap to 999!

Sounds great, can't believe people are seeing my stuff all the way back from 2014!
