Still think turtling is fine, you just need to find complimentary builds & playstyles for it. It's not everyones cup of tea either, and some matchups demands certain flexibility, which turtling by definition is not very much about to some degree. It's more adaptation and then responding with more turtle power.

Re: Land Raider Phobos
Turtling has been a huge fad & meta in 1v1s for quite a while when I was the most active. I usually transitioned myself from early-game pressure & agressive play to a turtle / all-in stat in mid-late game.

Turtling is a very matchup/map dependent strategy. Turtling in some maps means that you are going to almost lose all your map control.
Still, I see any other Land Raider a more powerful turtling unit than Phobos, for his lack of support abilities to increase the consistent of the turtling strategy.

Re: Land Raider Phobos
I mentioned turlting because I'm saying it's very viable to rush through t3 going straight toa super unit after only one or two t2 unit purchases, whereas people were implying that this would be suicide in a 1v1 due to loss of gens/map control. Such is not true. Therefore rushing a phobos, which is stronger than two predators although it obviously covers less ground, is a viable strategy even in 1v1,you just have to obviously intend to do that from the the start/middle of t2.

Stronger in HP terms, I suppose.
Because the Land Raider Phobos do almost the same damage as a single MoT Chaos Predator.
