I'd like a Chaos Combi-boltgun for the PC, it would set him apart a bit.

I freaking know Loyalist have Combi-Weapons, please. They don't have Combi-Bolters.
I didn't realise they can get Storm Bolters instead, on power armor units, that's it.
Loyalists do have combi-bolters.
Anyone can have a storm bolter and fire it if they are strong enough
actually the twin linked bolter (which chaos termies use in-game) which is very similar to storm bolters, is considered a combi weapon according to lore. otherwise yes.
