Becasue stenguard has totaly different type of kit? Tacs with Plasma/LR/Flamer wont fight vs light infantry or units in cover like Stenguard will. The same you have now, you can switch from one weapon to another - probobly it will be quite the same as Stenguard. So why you even use them?
Let me express myself more clearly.
So suppose there is a weapon kit upgrade for tactical space marines in the future that lets them freely switch between the missile launcher, plasma gun and flamer. These weapons are obviously better at what they do than sternguard, because sternguard would be a no-brainer upgrade otherwise. Now that I get to switch all 3 weapons freely, how am I different from sternguard? No wait, the difference is that I keep my sergeant, keep my levels and my guns are better. Why would I want to buy sternguard? No reason.

pretty much this, the stern guard pretty much epitomize the whole concept of versatility at the cost of potency. they can be effective at any one thing. but they wont be great at anything as a cost. to be honest though... stern guards aren't all that great a unit as is.
and the reality is that they ARE exactly what the balanced version of the previous suggestions want. so it basically is in the game already... it is just not so surprisingly weak.

Well, I think that Tacs with LR's and Plasma Guns in one team would do other role than Stenguards. Such unit would be counter to HI/Veh in late T2 and T3 becasue let's be honest - at this stage of the game you will field much more units, especially in team games. And as Caeltos said, balacing poing of view is taken from all game modes, not only 1v1. Still, u simply cannot rely on Las Dev to counter all vehicles. Stenguards have more tools to deal with light troops, units in cover etc - completly different type of job. Flamer on the other hand is not too good vs infantry because you need get really close to use - easy to be tied up by some cc stuff.

They rekt Sternguard with more DPS across the board. Due to how strong leveled tactical space marines (notably the sergeant) are in melee combat, tying up tactical space marines is also tricky business; most ranged units get rekt (robbing the army of precious ranged damage in the process), while every one of those elite melee units you use to tie up (note: rekt) the tactical space marines is one not used to rekt terminators/the enemy commander, which lets them rekt the rest of the army with all kinds of funny stuff.
Sternguard can't do that; levels are reset (no additional damage), sergeant is a bolter wielding scrub (no additional damage) and the specialized ammunition deal less damage than specialized weapons on tactical space marines. Tactical space marines with this weapon kit are objectively better than sternguard and no one would want sternguard.
