I would agree. Lag has access to far superior equipment. And though I have experience in voice acting, I simply don't have gear allowing for the audio itself to be of as high professional quality.
But really, it's all about the preferences of the team.

Might be wrong, but I think Cealtos actually tried to contact the creators, but never got an answer // wasnt allowed to.

I would be quite surprised if that was the case. Thudmeizer, the man responsible for accumulating and archiving VO lines for various different factions, had done so with the intended purpose of covering the needs of generations of modders.
If that is actually the case, perhaps it's a matter of timing. The Inquisition Daemonhunt mod for dow1 soulstorm is due an update quite soon, and is only stalled due to some buggy shadows. Perhaps they want to have their big release before they grant permissions for further usage of the lines.?
With the current head of the ID mod - Jones1979, there may perhaps have been some language barriers, thanks to Google translate. But really, Thudo is the guy behind the voices and contacting him should result in happy days for all parties.

In fact, I had rather forgotten about Thudo's work, and it may make the whole VO issue a whole lot easier. He has an astounding amount of voice work archived. Being honest, my main role in DOW1 voice acting is either for units Thudo hasn't covered (eg Titans) or units wherein I didn't personally like the performance for the unit (eg, Great Unclean One).

So being honest, between all the different sets provided it's likely that Elite will finding something for any unit it will need. And if Lag is still willing, he may be the best candidate to perform editing on the voices.

Yes and no, actually. It's the original Inquisition Daemonhunt team that are soon to release an update - you'll notice that the version in use for the past few years is the Dark Crusade version made compatible for soulstorm. I'm led to believe that there will be new units in the update, and hopefully not just a perfunctory air unit.
But if the new units add something to the faction's playstyle, Lord D will likely see about introducing them to UA in a future patch, so that's a tentative 'yes', but no promises of course.
But back on topic, I do believe that Thudo's archive could be a viable source of VOs for any new units that Elite may need. He's recently been talking about scripting a Centurion VO, and getting a voice actor for it, given that the upcoming Ultramarines mod for DOW1 has a talented 3D modeller (who has made a goddamn chaplain dreadnaught of all things!), so there is evidence that he is trying his best to keep things updated. So, you never know, if there is any success on the dreadknight front that too may have a VO available.
