Because all current and potential balance changes must be taken into consideration when proposing that a unit be altered. Until the final patch notes are released, it must be assumed for the sake of proper speculation that the current officially announced changes will happen. Otherwise you get misinterpretations and faulty decision making, leading to things being nerfed or buffed far more heavily than intended.

Just because the patch note say "guardsmen will get nerfed" that doesn't you cannot discuss the legitimacy of entertaining the idea of GM getting buffed.

What Riku says is true - the patch notes are not final. If one cannot understand why the patch-notes take the route they do it would be wise to ask for that.

Oddnerf in making this thread was not asking that though. He wanted to discuss the very separate notion of entertaining the idea of re-balancing the falcon with the idea of removing its anti-all capabilities. Therefore the discussion should not be "is it too expensive to be anti-all" or "is its anti-all capability too good?", instead it should be, what is the issue with such traits on a T2 transport and is it such a big deal in terms of the enjoyment we get from the game that we ought to risk such a big balance change for aesthetic/enjoyment reasons?

On a slightly different note @Riku, I think the razorback is okay with its initial cost and 400hp. It's super hard to kill tbh and great at denying map in 1v1. However. I would not pay 90 power and nearly 400 req for the armour upgraded version. I never get that upgrade. It just isn't worth it. Most of the time you lose the razor due to being out-positioned by AV and/or getting snared. In those circumstances the 200hp bonus rarely even saves you I've found.

Then maybe a change would be welcome to the upgrade if the consensus is that it is useless at most, if not all, times. I would get behind that notion anyway.
Doesn't have a high priority on the change list but would be a welcome change. Rather see other things get changed first before this is given attention though.
