Does the purifier need to be an HQ production unit?

The Purifier is an enhanced version of Strike Squad.
Wouldn't it be better to upgrade the Strike Squad to a Purifier at Tier 2?

Purifiers are really strong though. Huge health, good damage and AV.
Designwise, upgrades are much easier to transition to then an entire unit. Paying for something over time rather than all at once as well as getting to use something sooner rather than later. Not as simple as just making everything an upgrade.

Purifiers are for when you want to overwhelm the enemy with HI melee. If you upgrade your SS, you don't really get much more out of purifiers than you already are getting with SS, and you lose that additional unit

Well I actually agree with you to be honest on this one. I think they would serve much better with a different role entirely, as a dedicated anti-daemon/energy/AoE unit. Or, if there is no role redesign then yes just making them a capped-at-one upgrade for SS like sternguard.
