It's op. Super op. Strip Soul Can be used to easily wipe Terminators. You just cast it on it and it'll stay on them even if they're across the map. It's 3 energy a sec to channel but you get 1 energy a sec from gear and another from levelling. You even get an extra 50 energy from gear and 50 from levelling. You can keep it on them forever. Besides making it so they can't move it also makes it so they take 30% more melee damage.

Those are all abilities with short durations or are directed at a area rather than a single unit that gets followed across the map. The Psyker can hold Strip Soul for 160 seconds while Assail is 8 for reference.
