It's a color shop, but not gaming related.
House stuff.
Our theory is that the graphic hired to make a symbol just google words like Aquila (my city, Udine, has an Aquila on its flag), colours, paint etc and the Imperial Aquila appeared, so he copy-paste and his job was done.

I think two-headed eagle is pretty much a generic symbol often taken by "Imperial" states (and their inheritors, but that's natural), probably since it was used by Holy Roman Empire onwards.
Not sure what the symbol means in this context though. Pretty sure I was told about such things in school but I don't quite remember. Anyways, it's no wonder fictional faction called "The Imperium of Mankind" uses symbol associated by mankind with empires since Emperor knows when.
GW protected design of the symbol, but obviously not premise, otherwise we'd find ourselves extracting lulz from GW filing lawsuits against like 5 modern countries for using its intellectual property on state emblems eventually

The double headed-eagle (or a single headed-eagle) is a very common symbol used by empires. A great one, I have to say.
The city of Toledo have a double headed eagle in his flag and his coat of arms.

They all may use A double headed eagle. But not in the exact same way 40K uses it.
