Installer Issues

Hi there,
I seem to have encountered an issue between the 2.3.0 installer and my operating system (Windows 7, of course).
So apparently, the installer can't view the Dawn of War II - Retribution folder within my .../SteamApps/common folder, yet goes to the liberty of creating the folder anyways in lower case, in addition to creating the mod. (If I recall correctly, Windows is case insensitive?)
The issue is that said created ELITE mod folder may exist on my system but it isn't being recognized.
Viewing picture 1, we see that I have two windows open, one from the installer's browser and the other from windows explorer.
Within the installer's browser window, I created the "test" folder to experiment and as shown, it doesn't appear as existing from windows explorer.
In the second picture, I fiddled with whatever options I had with right clicking the existing Elite folder. I'm under the impression I simply need the ELITE folder in the "correct" Dawn of War II - Retribution folder in order to get the mod to work in game. So, I attempted copying and pasting, archiving, sending it elsewhere... It seems the only way I can manipulate the only persistent ELITE folder whatsoever is within the installer's browser. And it IS persistent, it uses storage just like any other piece of data, only I can't access it from anywhere else except the installer.
(Perhaps a genius vector for planting malware & rootkits but I digress)
No amount of "copy and paste", "archive", unselecting "Read-only" within properties, "extract to", "send to", or any combination of the aforementioned has broken the consistency these folders had of never crossing from whatever fucking dimension the installer is accessing (AND CHANGING) to the material plane that windows explorer, essentially my entire operating system is working from.
So, perhaps I'm being retarded and there's a simple fix or thing that happens which I failed in my clicking of next buttons and traversing to my DOWII-R directory but otherwise it seems I am simply incapable of installing this mod. Maybe as assumed, if all I need are the folders and game assets, I can simply acquire the files by other means without needing the installer...
