The minimum range of the WLs BL is too high?

I just played a game, my Wraithlord was kited by a Fireprism, and he was in meleecharge. During that he didn't shoot his Brigthlance. Now this seems like exactly the Situation where the Brightlance should shine, chasing.
I know it was implemented so that he wouldn't use it WHILE smacking something in melee, but maybe we can change the minimumrange a bit, so that he still shoots while chasing?

On that note, there seems to be a bug with the Rangers kinetic pulse, where it doesn't go on cooldown. The Ranger thing I noticed quite often, I thought maybe when they lose a model or something, but here they don't.
Both of these can be observed in this replay where I get destroyed by Tex
The WL thing happens right at the end, the Ranger one when they engage the Warlock at the right of the top vp. They first knock the warlock down, and 10 secs later I use kinetic pulse again against the Guardians.
