So I went up against a new build today as IG. He went double scouts, tacs into devastators with an engineer commander. How do I beat it? I got an artillery spotters to counter both, but he just sat his dev where it was (not firing etc) and moved his scouts to slaughter me. It wasn't actually possible to go into t2 to get a vehicle because his build defended the extra power, which he capped with ease. Anyone know?

You made the correct purchase, but I think you misplaced your engagements. As an IG player, you want to engage the SM player in a war of attrition, playing to your factions strengths. This means trying to pick off scout models with your sentinel and GM squads, and tanking damage with the sentinel whole you repair it. In return, the SM player will be trying to cap the map with scouts while you blob up, and force your guardsmen off the field while tanking with tacs.

So, the way you should approach your engagements is thus, imo: scout up with the sentinel, figure out his positioning. Repair if necessary before you push. When you do push up, move your hero to attack the devs immediately after you disrupt with spotters/or catachans. Devs are your first priority, you don't want them to resetup. If scouts are upgraded or move to counter engage, focus them with sent/guardsmen, who you should have moved up immediately after your commander. You can use your sent stomp on the tacs/commander if your hero is doing alright forcing off the devs, or on the devs instead if you have to retreat. After the development support is gone, scouts should be easy to bleed, just make sure your guardsmen are in cover. Tacs and tech marine do nasty things to guardsmen squads, just try to tank with your sentinel and remember that your guys are cheap to reinforce and his arent. Also multilas turrets can be awesome.

You can afford to be very aggressive in the early game with your sentinel, try to do that to throttle his income from the start by bleeding scouts and decapping req points. Use the sentinel superior speed to string out his units, and you might even sneak a GM squad to his power and you can drop a multilas turret to bash for cheap early on, that should help in ensuring you're in a better position in late T1, when the SM power level gets much stronger.

Just remember in basic engagements:
1) disrupt devs, army approaches and focus fires them until tthey retreat.
2) use your hero to tie up high priority targets (tacs, devs, hero)
3) use guardsmen/sentinel to focus scouts off the field early on.
4) it's almost always worth the extra micro to get your units in cover, even in the middle of engagements.
5) keep spotters behind the bulk of your army. They're there for the abilities, not their dps.

Try those tips out, if you have any more specific questions or situations try to have a replay, it helps a lot :)
It sounds like you know more or less what to get and how to play, now you just need to get better at 'feeling' the engagemrnts and microing your units, and that just takes practice

And remember, snipers are the most useless threat vs IG. You don't care about bleeding as much as other factions. Catachans might be risky since snipers can bleed them and they are expenive to reinforce. In that case, spotters are cool. Sentinel might suffer eather so you can roll out with 3 Guardsmen build. He may want to go for a Dreadnought in T2 so prepare for it. To counter snipers in T2, go Chimera. You can reinforce all the way you want. Just try to find a way to stop a possible Dread. Melee Dread can be countered by snares and stuff. But assault cannon dread is much harder. I suggest Orgryns since assault cannon removes melee resistance from Dread. You can go with power claw if you use commisar too. Multi-melta Dread is interesting to force off, same story for assault cannon, but just keep your chimera away from it.
