HI all, primary LC player here.
I'm sure I'm not the only person who loathes IG mirror matches, but I hate them particularly when I'm not facing another LC. I have an absolutely terrible time against the LG and the inquistor. It might be that I am under-practiced against other IG (most players at my level tend to use astartes/orks/eldar), but I just get steamrolled by the inquistor, and less so by the LG - to a degree that doesn't happen against other races as often.
Is this a common feeling or am I just a scrub who needs to think outside the box? Any advice would be great.

I feel you man, I play a bit of LG and whenever I come up against @welshy with his Inq he hammers me- why? Well, simple answer is AOE special abilities and incredible anti infantry blob skills she brings to the table. Also stealthed Ogryns. Ugh. The LG on the other hand is a ranged god, and makes it very hard for the LC to get close enough to be effective himself when trying to crack the fortifications.
Solutions however I can only offer you some idea that you can run with, try different tactics. With LG, be more mobile, force him to fight you in ways that he doesn't like- mobile arms for LG, and focus fire the Inquisibitch until she drops and he starts keeping her back.

LC is certainly the worst of 3 the heroes at the start of the game, but as the game goes on it becomes the stronger, especially having in mind those amazing 2 T3 wargears he has. Also both accesories either Aura of discipline or Stuborness are AMAZING in IG mirrors since one will give your entire army some strong healing and the other will make your commissar a beast since you will most likely have like 10+ GM arround and will make killing the LC very difficult for the other player.
The key part of the mirror is T1, and use of flare global during the game. Flare global here is your friend and savior it totally screws over a oposing GM player and will most likely win you the engagement if you play your cards right.
There are plenty of viable BO and most of them depend on the map and game mode (3s or 1s) but generally you want to have a strong infantry composition as LC , since he is the hero that double sent BO make less sense (inq can combo misile sents+ snares, LG adds extra ranged DPS etc....).
When you play vs another IG player they key is being patient and wait for your upgrades to come in, at the start of the game especially you should play LC as a counter initiation hero waiting on the backlines never charge him first. Esp with all the kiting potential of IG armies, he will just get shotdown. Your best bet is to hug green cover and wait till they come at you.
When you are doing a range firefight with the other IG player consider executing a GM squad to give you a huge edge , also you can save your execute for when your GM squad is being overun and stop the retreat to mount a secondary line of defense. Its very common in IG mirrors to have a multilas turret near your cover, so you might want to do that as well.
The key is stall as much as you can while you build some red up for flares and get some upgrades, like aura/carpace or some T1,5 units like catas (wich BTW executed ol' unreliable catas are ultra good vs IG blobs). When the game goes T2 consider getting a chimera and a autocanon HWT and start executing and reinforcing the shit outa everithing. You will see that your lulzy DPS squads will begin wiping stuff left and right. And since battles will only grow up in scale plenty of red for flares and insta-win tickets.
The only 2 things you should worry about at this points are banewolf drops from inq in t2 and LG sniper rifle melting your LC if he focus fires it, so always keep him in the backlines.
TL;DR : Yes LC struggles a bit at the early stages of the game but later down the line believe me the tides turn. Always play vs IG with your commisar in the backlines, unless you use flare to initiate (or spots, or cata barrage, or lead by example).
