What does everyone think about Touch of Nurgle?

The global that makes everyone that faces it groan! Is it too effective against melee builds? My main problem though is not its effectiveness in general, but that it is so obviously geared to use with AC Heretics Doomblasting the crap out of stuff. Yes, you can get other uses out of it (combined with the Plague Marine death explosion it can be very nasty) but otherwise you don't often want to stay in engagements where you will lose models to get anything out of it.
I think if it was reworked into the following it would be kinda cool:
The target squad gains a kind of Icon of Nurgle effect, ie passive DoT, and also the KB and AoE heal on death but NO AoE damage on death. That way it is useful for all of your squads, because they would constantly be dealing damage, and if they die you get another benefit.
It also prevents the huge damage spikes that currently come from the death explosions that can easily happen without you realising ToN is up. You will probably eat one before you can retreat, which is really painful.
What does everyone think? Fine as it is? OP as heck?
