Crash on startup. No foreseeable reason why?

Hey all, just trying to get into elite mod and back into competitive DOW2
I just downloaded the latest version. 2.5.1. Installed it into the correct steam folder. shortcut crashes on startup to bug reporter.
Steam is in its normal C/steamapps/common etc folder
Do i need 2.5 first, THEN install 2.5.1?
if so, where do i download 2.5, there is no link on the site.
\Do i need to add elite to steam to be able to play?
windows 8.1. Original retribution works just find. Only this mod does not work.
What am i missing?

No diss but are you absolutely positive you put in right steam folder path?
As someone who had a similar problem it turned to be the wrong path because I have 2 folders for steam games yet installer automatically recognizes the one with steam distrib itself.

I only have one steam folder path. Never made another or fooled with it.
C/programfilesx86/Steam/Steamapps/Common/DOW2retribution
There is a folder called Elite with 4 files inside: Archive, Config, ESL reporter, and an elitemod icon picture.
Outside of the folder in the actual DOW2 file list there is elite.module
I cannot find another step I've missed or any reason why this shouldnt run.

Tried changing the file path that the shortcut gives me.
By default it was just C:\Programfiles(x86)\Steam\Steam.exe -modname elite
changed to
"C:\Program Files (x86)\Steam\SteamApps\common\Dawn of War II - Retribution\DOW2.exe" -modname elite
To no avail of course, just trying anything at the moment.

Can you post your warnings.txt file? Should be under Documents\my games\Dawn of War II - Retribution\logfiles\

not sure what to do with that

Elite_data.sga is inthe archives folder.
Couldnt locate any "Locale.ini" however

Sounds like you have a damaged elite_data.sga file. I would do a reinstall, download link

You can check the md5 hash with certutil in windows, eg from start->run

Ok I'll give it another reinstall. although I've tried that quite a few times.
Oddly im noticing that the link says it is 936mb but im only downloading 894mb
Also when I run the installer my computer tries to tell me its dangerous to install because its unrecognized. Although this is normal pc paranoia stuff so i dont think it is that.
I consider myself somewhat tech savvy but your humie mekboy speech about md5 hashes has thrown me for a bit of a loop.

I removed all traces of elite mod off my computer. then used the link given in this thread to redownload and just try again.
it worked this time. I simply dont know why
I tried that exact thing many times before, same download link and all. just worked for me this time.
