Alright I like DoW II: Elite but the game itself is old...and I think that DoW III itself is something of a future in some company far, far away. So before reading the rest of this mentally ignore any thoughts of technical feasibility and modding difficulty, just focus on the idea of a DoW III that is distinct from both predecessors.
1) What would the fundamentals of the game look like, not just VP control or annihilate but the nature of armies and how you build them?
Example: Armies are "prebuilt" before the game according to game setting parameters rather then "built on site" and there is no such thing as req or power points but simply OP (objective points) that give special bonuses to you when held and help you achieve the over all victory condition.
2) How would the factions work? What would be there specific mechanics?
Example: Chaos as a faction has an "alignment" system which hands out bonuses (and perhaps penalties) to your army based on it's composition matches to the Chaos Gods.
Remember this is theorycrafting, not a (at least not yet) proposed mod.

Those ideas went a specific way (and that Eurogamer article took one guy's casual quote and really ran with it) and were abandoned as THQ went under. Anything that happens to the DoW franchise will probably be by new hands, and that's good as well. DoW II had different leads than DoW and we got a different experience.
