Reduce the power cost of Catachan Devil's shotgun blast to 20?

				I put this idea forth not because I think a shotgun blast should cost less than 40 energy for balance's sake, but because the ability seems to bug out and double-charge energy so often that it's effective energy cost right now is 80.  Until a solution for this double-charging of energy for the shotgun blast is found, I wanted to suggest halving its energy cost, simply because in practice you would be reducing its cost to 40 the majority of the time.  The benefit of catachans sometimes saving 20 energy on an ability seems to be less harmful to the IG player's opponent than the frequent charging of 80 energy is harmful the IG player.  It seems like a non-ideal, pragmatic approach to the inherently buggy catachan abilities.
I don't have a precise measurement of how often it bugs out, but it seems to happen quite frequently... I will keep a scratchpad with Yes/No columns to tick off each time I use it now, but I still don't think I'm alone in finding this to be a big problem as an IG player.
Thoughts?
EDIT - I believe Ol' reliable does this as well, but I remember the shotgun blast doing this way more often. Maybe I'm wrong... but I'll be keeping track of both from now on.
