Plague Champion

I want to discuss the Plague Champion in terms of balance. Currently, I feel that he is too good at everything, and wanted to bring it out for discussion, so lets bring out the things he has to offer. Please note that I will mostly be referring to his effectiveness in team games, since that is mostly what I play, and while I know balance needs to be applied in a 1v1 scenario, this can be part of the discussion as well.
PC himself:
1) T1 mele counter in terms of plague sword, which wrecks heavy armor. I would like to remind everyone that no other ranged hero has this ability. I would propose this to be moved to T2, and the fist to T3 to be more in line with other heroes.
2) For T1 mele units that aren't heavy armor, the damage over time bolter and/or the blight grenades can easily dispatch those types of units. I wouldn't necessary say this is broken, but I have noticed when the PC purchases the bile spewer and then the grenades, the grenade icon conveniently does not display as a purchased war gear (Should be fixed).
3) Damage overtime bolter. I understand this was buffed significantly in elite mod, but maybe too much so imo. It is very good at picking off retreating units, and early game fighting in cover, with healing support, can easily win vs other ranged units in cover. Not the biggest deal as compared to the other issues, but would be good for discussion.
4) Armor of Pestilence and Pestilence Strike combo in team games is crazy good for capping. Other heroes seem to have gotten nerfs for war gear similar to this i.e. WSE is now knocked back in his shimmering orb / TM shield does not prevent knock back. Again, not the biggest issue, but it seems a bit too good for a "ranged" hero.
Shrines:
1) PC shrines offer an additional ability as compared to other chaos shrines. PC Shrines offer increased healing vs regular worship, suppression, and reinforcing. Sorcerer shrine offers doom bolts (increased w/worship) and damage reduction. CL offers damage buff and bloodletters (increased w/worship), which honestly are amazing in 1v1's as they can lock down an area for a long time.
I would propose that something be removed from the PC shrines, either suppression or reinforcing. I would propose suppression as it would be the least dramatic removal, but I'm not entirely sure if it would be better to remove that vs reinforcing. Also, its funny that you loose infiltration/speed when worshiping other shrines, but get an increase in the basic nurlgle worship with PC.
Chosen Plage Marines:
1) Enough Said. Only 30 power? I understand this costs red too, but this is a dramatically low cost when you really have to take into consideration that the economic impact of purchasing them is quite low for how good they are. I don't think they should be doing heavy mele damage over time either but instead maybe power or regular mele since they should not be a soft vehicle counter (assuming you do not move the vehicle). I hear they even beat vanilla T3 nobs though I've never seen this in action.
All in all, I think the PC is too good at everything. I think moving sword to T2, fist to T3, reducing effectiveness of shrines, and nerfing chosen would go far in balancing the hero. This of course is my opinion and as stated above I am not the most experienced 1v1 player, but I wanted to open this up for discussion. I did not see anything else about this in a thread search (to my surprise), so if I missed it please forgive me.
