It hasn't and that map was made by SwiftSabre who is not able to fix it anytime soon. It's noted and will be put on the to-do list, but things take a bit longer when someone other than the original map-maker has to start fixing bugs in maps!

ill go in and fix it myself if you like.

do i need map editor? would i be able to if i learned or do i need permission ?

Well unless someone is able to fix it then the map needs removing from the mod, it's a match ruining bug. That way people wont waste their time by unwittingly starting a game on a broken map.
