Base bashing with Storm Shield

I just got back into elite mod after about 6 months off. So far, every FC I've played against has used Storm Shield and just camped outside my base. I play as IG LG mostly. the FC gets a couple tacs and just sits and I can't touch him. Did SS get buffed recently or something? What's the counter to that?

People have been using it because it counters ranged spam. No buff or anything. Just go double spotters.

one spotter with LC and catachans will be enough

It actually got nerfed XD
