FPS low when observing

I just observed 2 games tonight and had really low FPS (28-32) throughout all of them. I have 60 FPS when I'm playing games unless there's 6 players shooting each other all at once. Is there any fix for this, or is this a bug by Relic? I remember watching a match between Retardo and some other guy a few years ago (so it was in vanilla) and my FPS was fine then, so I'm guessing it's the former. In that case, what strange witchcraft do I have to do in the settings or regedit or whatever to fix this?

11/18/18 update:
I observed a game between 4 players the day before yesterday with FPS from 45-60. The problem isn't entirely fixed as the game still dropped to 20-30 FPS with a medium amount of combat on screen, but I figure it's worth noting. The only change to my setup since I last posted on this has been moving Retribution from an SSD to an HDD.

If I improved FPS in general, could I have better FPS observing?

Relevant specs are
Processor: i7 8700K 3.70 GHz, 6 cores
Memory: 16 GB RAM
Graphics: 4 GB GeForce GTX 1050 Ti

on Windows 10 64 bit. Not the best by now probably, but I think I should be able to run an almost 10 year old game smoothly. Yet to achieve 60 FPS most (not even all) of the time I have to set graphics to low. Am I doing something wrong? Pretty sure this game ran better on a craptop I had way in the past.

Observer just runs horribly since Relic moved DoW2 to BattleServers a few years ago. I could barely get single digit FPS on Win10 when observing. Win7 performs way better in DoW2 for me so I have a Win7 partition just for this game, but obs is still not perfect there.

Is there a distinct difference in performance between running Retribution on a Windows 7 partition and running Retribution on Windows 10 in Windows 7 compatibility mode?
