Reminds me of Project Habbakuk.

In WW2 they worked on an aircraft carrier made out of ice, in kanada, and even built a scaled down prototype, churchill gave like a dozend in protuction but the project got dropped when it was clear that the war would end before even the first one would be finished.

Why whould they do that?
