Health/Energy regeneration

When a wargear, eg, armor of the apothecarion says it increases health regen by 0.1, does that mean by 10%, or by 0.1hp/second?

0.1 = 1 health per second
0.15 = 1,5 health per second
1.0 = 10 health per second
1.15 11,5 health per second

Ah, so it's 1hp/s extra? So something in between the two options.

The clock in dow 2 ticks every 1/10 sec, hence why you multiply these values by 10 to get per second.
