Increasing Popcap for Elite Mod.

Hi,
I hope you are all well, considering the current climate.
So I have looked at the many posts about this on the forum and have tried to copy over and follow the steps stated by Atlas and WiseWindu, however, this just causes a CTD upon launching Elite Mod, through the shortcut on the desktop.
Are those files solely for the previous versions of Elite and so are no longer compatible?
What would I need to do with the current release to increase popcap slightly?
PS, I tried using Cope's toolbox but that no longer works with the current version; something to do with the data and attributes folder.
Any insight and help will be fantastic and appreciated.
