I've been dipping my toes back into these waters and just seem to feel like the Ork economy is a bit slower and things aren't coming out as fast as they used to.

Might have been 10-14 months since I was playing this tons so not really up to date with all the changes yet

Perhaps it's the;
burna cost increase 65/15 > 80/15
loota cost increase 240/30 > 250/30 (perhaps that's all Suppression teams)

Has the upkeep been adjusted for the Nobs upgrades?

Maybe I'm still dusting off a lot of cobwebs but they just don't seem to have the same fluidity that they used to.

for a discord where actual good ork players are, unless bestnoob doesnt qualify
and orks have had slight cost increases

Nah not really. Tankbusta change is the biggest thing I guess, they'd had some minor nerfs but them and eldar at the time of writing are still the best two races in 1v1 and overall the ork eco functions much the same.
