I looked through the records and that erasing happened when there were 4 different advertisement spam post by bots in Russian. I thought he was one of them since I cannot read Russian.

To install it, you need to translate the game into Russian through the properties of the game in steam, and then throw this file with the replacement in the folder .../Steam/Steamapps/Common/DowIIRetrebution/GameAssets/Locale/Russian.
