Those instructions do not work for me, when I do what it says I go to open it and it shows the folders but i cant open them or edit them.

I have tried everything to mod the population in the Elite mod and it does not seem to work for me no idea why if anyone has a population mod for Elite could send it to: jamie.landmine.roberts@gmail.com that would be great thanks.
