I think it's of a bland portrait for the tier purchase icon, so I was thinking of making it more unique and iconic to the faction that you're playing.
However, are they all sharing the same one, or is it possible to customize and make all seperate in their visual appearance?

You can if you have the\a DDS file that you want the pic to be. Just like with another unit/upgrade that has their portrait improved.

The IG, SM, GK, and Chaos upgrade pictures are the same, the others are different files, although they're really the same picture. I assume this change/addition could be made easily enough since some of the unit portraits on the HQ UI have been changed already.
Also, and this is probably more what you meant, all of the HQ tier upgrades have different .rbf files, aside from the GKs, which I assume uses the same as SM.
