When is it over?

How often do you go on to win games in which one of your team-mates called for a surrender, and you disagreed? I feel like it has been running around 20-30% for me. It can be hard to get an overall picture of the battle in a 3v3, and there are plenty of games where the rest of the battle bore no resemblance to my lane. So I'm curious. Do you think in general players tend to call games too early or drag things out?

seldom. if one player gets rolled and an enemy player doesn't they gain a huge advantage.

Playing 3v3 you accept some variables that are out of your hands like this, you could play like a god but if one of your allies plays badly you could still lose.

In team games it's kind of hard to decide, if a player calls the concede he probably has all the rights to do so, he either knows he can't keep up anymore or that the team won't be able to keep up.

First the secound case, let's take argus as an example, it's a map with 1 "solo" lane and 2v2 top, let's say the bot player is getting steamrolled after a few minutes from the start and loses power more than once, that causes a domino effect that slowly shifts the map control from 50-55-60% in favor of the enemy non only in that side but also in mid, but the domino continues, even if the top players have hold well the VP the disparity in power and req starts to become big, and eventually they won't be able to keep up at all anymore with their opponents, and this can keep rather quickly, especially when transitioning Tiers, when this situation happens you might just aswell concede, because there is nothing to do.

In the First case, and this happened to me alot, and a few times it was me doing it, is when you lose alot of units, and you know you are completely fucked, and you can't nor hold nor help your allies propely, and so you call the concede because otherwise what I descripted above happens, BUT, if the other 1 or 2 players (and this happened alot of times in 2v2 for me) are aware of their capabilities and you know you know you can hold and defeat 2-3 armies for enough time for your ally to rebuild his army, if he doesn't fuck up again the chances to win are still high and should continue playing, but this need awareness from the other 1 or 2 players that need to support their mate and atleast help him keep the power farm or be ready to get doubled-tripled without extra support.

And then ofc, there is a third but rare case of turn arounds caused by nukes and other suicide plays, I've done them a few times, but it's not exactly something you can rely upon, you just play on the arrongance of your opponent who thinks he has won and get him off-guard, playing still the end, and with some luck you do an All-in move, if that fails, concede, otherwise win.
