I would be quite surprised if that was the case. Thudmeizer, the man responsible for accumulating and archiving VO lines for various different factions, had done so with the intended purpose of covering the needs of generations of modders.
If that is actually the case, perhaps it's a matter of timing. The Inquisition Daemonhunt mod for dow1 soulstorm is due an update quite soon, and is only stalled due to some buggy shadows. Perhaps they want to have their big release before they grant permissions for further usage of the lines.?
With the current head of the ID mod - Jones1979, there may perhaps have been some language barriers, thanks to Google translate. But really, Thudo is the guy behind the voices and contacting him should result in happy days for all parties.

In fact, I had rather forgotten about Thudo's work, and it may make the whole VO issue a whole lot easier. He has an astounding amount of voice work archived. Being honest, my main role in DOW1 voice acting is either for units Thudo hasn't covered (eg Titans) or units wherein I didn't personally like the performance for the unit (eg, Great Unclean One).
