I've been doing some diggin on how to implement brand new voicesets, something we all thought impossible. Looks like there is a way and we also have the proper tool (thank Copernicus for that).
The tool is located here
http://forums.relicnews.com/showthread.php?276386-TOOL-Speech-manager-02-10-2014...and i believe that the Grey Knights can now benefit from custom voicesets.
I hope this can be of help to the DOW Elite mod, i'm trying to spread the discovery community-wise

Good... good...
I don't really get how this thing works, if someone figure it out before me, let me know.
All we really need to know is:
- it is seriously possible to add sounds?
- if yes, what format do you need them?
- with what name do you need the files to be called?

a) It is possible
b) You need them in .fsb format
c) name is irrelevant, properfilepath and relative speechcode are what matters.

I have a friend that is perfect for Chaos Terminators, and I can handle effects pretty well.
I can deliver everything in a few days, but i can give you different kind of audio formats.
If someone is capable of transforming those audio into the format required, and give me the phrases needed (or the situations like "Terminators attacking", "Terminators upgrading to Autocannons", etc.) i will deliver ASAP.
I can call my friend and go into the studio even tomorrow.

Sounds nice, but we should probably hold off before rushing into this. Good to see there are acclaimed voice actors, but there are also genuinely talented people out there who could be useful here too.

Eeeek, it works! Pretty clever interchanging race speech codes. Awesome find!

The guy that should get the lion's share of the kudos is James Son, Relic's lead audio editor, though! It was he who suggested me this approach,

Allow me to join on this effort as well. I'm an IT Project Analyst and perhaps I can assist in getting this organized.
First, we need to get our requirements together. With this tool, we have a whole lot of lines that'll have to be drawn together if we're to give every Elite Unit their own personality.
And I'm interested in EVERY character.
If its agreeable, I'll begin a document outlining our sound requirements on a per race basis. When the total number of long term needs are addressed, we can begin to plan how we'll fill in those needs based on priority and what have you.
I'll also try to come up with a rough template of every sound situation and context a line must possess. We can't rush into this without agreeable scripting. I know that there is a lot of different contexts, and it'd help to have a tree view of these things.
I'll try to have something for you within the next couple of weeks. Much preparation is required before there is recording.
