Is it possible to re-implement tooltips on load in screens?

In retail, when you're loading up a map on the bottom of the screen, it would usually display some kind of excerpt giving tips and tricks of the faction you're playing. Is it possible to put those back in?
I know that the information itself isn't that amazing, but I think it could really help some newbs out plus it just looks nicer. Maybe we can put in our own blurbs as well.
