Looking for Santos Tools 2 Model Editor v0.7.0 Dev

I've been dabbling in 3d character creation for a little bit and wanted to start modding some DOW2 models as well. I haven't been able to find links to Santos Tools 2 Model Editor v0.7.0 Dev which aren't dead though? I honestly didn't even think there was a version higher than 6 but I stumbled on someone referring to a 7.0 version here.

Does anyone have a download link for Santos Tools 2 Model Editor v0.7.0 Dev? and maybe even a collection of the dow2 mod tools all together?
