Leman Russ Skin

Where can I find the Leman Russ skin that has the dozer blade? When I play games my Leman Russ never has it and I've played most of the different skin options.

You have to be a certain lvl as IG somewhere above lvl 40 I think

http://dow.wikia.com/wiki/Army_Level check Imperial Guard and find out Leman Russ dozer blade upgrade. It is about army level.
EDIT : It is lvl 13.
