Nobody likes it. There should be a 5 second cooldown. You do get experience though. Had a lvl 4 flamer Tac in T1 before because of this. Just try to farm it if someone is doing it. Eventually their focus will be somewhere else and you'll get the cap.

i'd say either it shouldn't refund cost or it should grant more xp. Also fine with a cooldown

Yes, make them decide whether they want to save power or spend req.

Pretty dumb how you can just infinitely repurchase this. By time you've saved it 17 times you've already got army again to push off power.
